What is Pubic Housing?

Public Housing was established to provide decent and safe rental housing for eligible families, the elderly, and persons with disabilities. Public Housing comes in all sizes and types, from scattered single family houses to apartments. There are approximately 1.3 million households living in public housing units, managed by some 3,300 Housing Authorities. The US Department of Housing and Urban Development (HUD) administers federal aid to local Housing Authorities that manage the housing for residents at rents they can afford.

The Carroll County Housing Authority (CCHA) is a Public Housing Agency (PHA) within the US Department of Housing and Urban Development (HUD). The Carroll County Housing Authority ensures safe, decent and affordable housing, creates opportunities for residents’ self-sufficiency and economic independence, and is responsible for the management and operation of the local housing program.

The Carroll County Housing Authority is committed to providing quality, affordable housing that is decent and safe, to eligible families in this community. We endeavor to instill pride and desire for an enhanced quality of life for our residents and their families. We are committed to serving our residents and this entire community in a manner that demonstrates professional courtesy, respect, and caring.

For over 60 years, we have provided quality living environments through quality property management. Under the Public Housing Program, CCHA serves as owner and manager of one, two, three, and four bedroom units in Carroll County, Illinois. Residents of Public Housing lease directly from the housing authority and pay affordable rents based on approximately 30% of their adjusted household income.

Laundry facilities or individual laundry hookups are provided at all our properties. Some complexes feature a community room. We provide excellent maintenance for all of our housing and on-site managers at two of our properties.

Cats and dogs weighing 25 pounds or less, when considered full grown, are welcome in our housing with an approved Pet Application and a $200.00 deposit. Please refer to our Pet Policy for further detail.
